Hugh was a good person. He was a boss, a friend, a mentor and a colleague. He liked to talk about current events and would bring me in articles or tell me about TV shows that he thought I would be intrested in. He was compassionate, intelligent and funny! I remember when Hugh came to ED-OIG in 1980. He was full of energy and enthusiasm. That spirit and his desire to serve the public only multiplied over the years. Hugh was a great communicator. Hugh defined what it meant to be a public servant. His ontriubtions to the effective use of federal funds to the Higher ED Community, State, Local agencies was unprecented. He always had the students, parents, the underpriviledged in mind. I had many heated debates/arguemtns with Hugh in my 30n years working with him over application of policy. I will miss those arguments. He was a person I could always count, my definition of a friend. I am a better person for havng the pleasure of knowling & befreinding him. Rest in peace my freind!

I've met Mr. Monaghan once very briefly, but I would not doubt that he's a good man all in all. He left us he wonderful wife and brilliant daughter but he also left us his memories that will last us our life time. I worked w/Hugh on many projects over the last 25 years. He had a vast wealth of knowledge and was always eager to share that knowledge. In fact I had worked with him on a project the day he because ill. I will truly miss his dedicated & devoted "work spirit" he radiated onto others. His passing is truly a loss for IG, the Department of Education and the Federal Student Aid community. No matter how busy he was Hugh always took time to call you back, I will miss our conversations. God Bless you Hugh and to your wife Jane, your daughter Maryanne, your family and your extended family in IG.
