I interpretted it as onimcg from someone who doesn't see much of the good in life. All the speaker seems to see and know is the horrible things that go one in this world. Therefore he wants to cry when a new and innocent child is brought into the corrupt and terrible world. However, when that child eventually leaves, he sees it as a good thing and laughs with joy, as the person is finally able to leave behind all the tragedy and horror in this life.And no, I don't think it is offensive to expectant parents at all. It is just one person's view on life in general, not just childbirth.
